The origin
The image comes from KC Green's webcomic Gunshow, in which a dog stays seated with a drink while the room burns around him.
How it spread
The opening two panels became a reaction image for situations clearly deteriorating behind an outward calm, and were later used by organisations that Green publicly objected to.
